Adopted by the Texas Legislature in the late
1970s, and now well-known for their power to
influence positive change, special purpose
districts have flourished throughout the
state and indeed throughout the U.S. While
these districts take different forms and
many different names, all offer communities
the authority and resources to spur economic
development and improve quality-of-life at
the local level.
Currently under contract with more than a
dozen such entities throughout Texas, Hawes
Hill Calderon LLP assists communities in the
use of this development tool with in-depth
knowledge and understanding that is

Services range from legislation and
petitions necessary to create districts, to
administrative support for boards once in
place. We assist in the drafting and
adoption of service plans and community
master plans, as well as funding mechanisms
such as assessments, taxes, and impact fees.
