Responsible for overseeing the total package of administrative support services provided to special purpose districts, zones, and local government corporations. Services include board development, records and record-keeping, financial management, risk management, grant-writing, compliance with applicable laws, and policies and procedures including the Texas Open Meetings and Records Acts, Public Funds Investment and Collateral Acts, Texas Nonprofit Corporation Act, and others. Provides capacity building, leadership development, and technical assistance to emerging and established nonprofits and community-based organizations. Conducts consensus-building and meeting facilitation for nonprofit and community strategic planning efforts. Assists grassroots groups in the creation and management of nonprofit organizations, particularly those designated under U. S. Internal Revenue Code 501(c)(3) and 501(c)(4).

- University of Houston, Distance & Continuing Education - Director/Operations Officer, 1992-1999
Directed strategic planning and financial management of division’s credit and noncredit operations, overseeing an annual budget of $6 million. Provided leadership to professional staff responsible for developing and producing self-supporting noncredit contract training, public courses, professional certificate programs, conferences, seminars, and other noncredit services.
- University of Houston Office of the Provost - Staff Associate, 1991-1992
Provided technical research and writing support to the Provost and the Associate Vice Provost for Academic Programs. Prepared grant applications, legislative analyses, reports, and other documents on academic policy and procedure.
- Houston Proud Neighborhood Program - Co-founder/Director, 1987-1991
Provided technical assistance and leadership training to neighborhood groups in creating and rebuilding neighborhood-based organizations. Administered foreclosure prevention programs, and directed and evaluated efforts of a volunteer technical assistance team comprising 300 civic activists and professionals in real estate, law, community association management, government, and related services.

Provided program planning and marketing for state university’s “think tank” in social sciences. Managed conferences and seminars produced by the Center for Public Policy.
