Joshua A. Hawes
GIS/MIS Administrator
Responsibilities include Geographic Information Systems (GIS) mapping (ArcView), web design and management, special district database management and analysis, and zoning/neighborhood planning services. Mr. Hawes previously worked for the city of Missouri City Planning Department as an information technology specialist where his primary duties included GIS mapping, web design, and plan review for one of the state's fastest growing metropolitan areas. Mr. Hawes holds an associate’s degree in Computer Science from Wharton County Junior College with a specialty in programing and network administration.
E. Charles Coleman Jr.
Graphic Design and AutoCAD Administrator
Responsibilities include document design and preparation, web design and management, research, and project compliance review for city of Houston Tax Increment Reinvestment Zones. Mr. Coleman’s background includes experience as web designer for CRW Graphic Designs and an AutoCAD designer and drafter for David Weekley Homes where his duties included layouts for new home positioning, lot reports for building projects, and development of three-dimensional renderings for new home presentations. Mr. Coleman holds an associate of Applied Sciences degree in Computer Aided Drafting and is a member of the National Association of Photoshop Professionals.
Roy D. Hill
Community Liaison and Office Manager
Responsible for coordinating and implementing problem-solving measures in client districts and zones. Serves as primary liaison with government agencies on ordinance and code compliance issues within districts and zones. Also maintains official client records and responds to requests regarding the Texas Open Records Act. Mr. Hill’s background includes experience as an engineering department administrator with GPE, Inc., where he was responsible for writing and editing technical manuals, providing technical assistance, and solving customer problems. Mr. Hill also worked as a graphics and print manager with Ellis Graphics and Cornell Printing Company.
Phyllis A. Oustifine
Director of Business Operations
Responsible for accounting, scheduling, and general businesses operations. Prior to joining the firm, Ms. Oustifine was Director of Finances and Special Projects for the North Houston Greenspoint Chamber of Commerce where her primary duties included operational efficiency, forecasting chamber business activities and financial positions, and coordination of special events and programs. Ms. Oustifine holds an associate's degree in Accounting from North Harris College, has been certifited by the Community Development Institute of Texas, is an officer with the Leadership North Houston board of directors, and is a member of the American Business Women's Association.
Sarah C. Hill
Administrative Assistant
Responsibilities include client communications, staff support services, and records and archive management. Prior to joining the firm, Ms. Hill worked as an artist's assistant for EDI Architectural Finishes where she specialized in faux finishing, murals, paintings, and furniture. Ms. Hill holds a certificate in Interior Design from the University of Houston Division of Continuing Education, attended North Harris College with an emphasis on Fine Arts, and is a member of the National Art Honor Society.
