Jennifer
DeChillo, Senior Research Analyst
Responsible for management and
implementation of special purpose district
and zone projects. Also maintains
relationships with government agencies,
local authorities, and key private-sector
participants. Ms. DeChillo�s experience
includes two assignments with Harris County
Improvement District #1 as an intern, and
two years as the Project Director with the
West Houston Association where her duties
included assisting in the formation and
maintenance of Harris County Improvement
District No. 4 (Energy Corridor). Ms.
DeChillo holds a bachelor�s degree in
Environmental Design from Texas A & M
University.
Patrick
Horton, Senior GIS Administrator
Responsible for developing and implementing
geospatial and web-based technologies for
clients. Before joining the firm, Mr. Horton
was Chief GIS Specialist for the
Houston-Galveston Area Council�s Community
and Environmental Planning Department. There
he developed web-based and interactive
mapping applications that provide access to
regional geographic sets, facilitate data
delivery, and support planning efforts. He
earned a bachelor of science degree in
Geography from Texas State University and
has completed extensive post-graduate
training in the use and application of GIS,
GPS, and web technologies. Currently, he is
an instructor in geographic techniques,
thematic cartography and the development of
geographic databases at Houston Community
College.
Katie
Hinkson, Research Analyst
Researches, analyzes and compiles financial
planning documents using proprietary
economic forecasting models; carries out
special research projects and prepares
reports and recommendations for appropriate
action. Ms. Hinkson�s prior experience
includes positions at the Lubbock, Texas,
Economic Development
Alliance and at the Strawn, Texas, Public
Housing Authority. She earned both a
Master�s degree in Public Administration and
a B.A. degree in Political Science from
Texas Tech University, with an emphasis in
public policy analysis, research methods,
and city planning.
Janet
Anderson, Documentation Specialist
Responsible for accurate recordation of
governing body deliberations and decisions
in accordance with standards established by
the Records Management Officer that have
been developed to assure compliance with the
Texas Public Information Act; and consults
on the development of informational
materials
and media. Ms. Anderson has worked
extensively with several management
districts during the past 10 years. She is
the recipient of numerous professional
honors and awards, including the prestigious
�Woman of Excellence� Award in 2003 from the
Federation of Houston Professional Women.
Ms. Anderson holds a B.A. degree in
Journalism from Louisiana State University,
is a graduate of LSU�s Executive Management
Program, and she is a former television news
anchor and reporter.
Phyllis
Oustifine, Director of Business Operations
Responsible for accounting, scheduling, and
general business operations. Prior to
joining the firm, Ms. Oustifine was Director
of Finances and Special Projects for the
North Houston Greenspoint Chamber of
Commerce where her primary duties included
operational efficiency, forecasting chamber
business activities and financial positions,
and coordinating special events and
programs. Ms. Oustifine holds an associate�s
degree in Accounting from North Harris
College, has been certified by the
Community Development Institute of Texas, is
an officer with the Leadership North Houston
board of directors, and is a member of the
American Business Women�s Association.
Roy
Hill, Office Manager/Community Services
Liaison
Responsible for coordinating and
implementing problem-solving measures in
client districts and zones. Serves as
primary liaison with government agencies on
ordinance and code compliance issues within
districts and zones. Also maintains official
client records and responds to requests
regarding
the Texas Open Records Act. Mr. Hill�s
background includes experience as an
engineering department administrator with
GPE, Inc., where he was responsible for
writing and editing technical manuals,
providing technical assistance, and solving
customer problems. Mr. Hill also worked as a
graphics and print manager with Ellis
Graphics and Cornell Printing Company. He
attended Del Mar College and
the University of Houston.
Sarah
Hill, Administrative Assistant/Receptionist
Responsibilities include client
communications, staff support services, and
records and archive management assistance.
Prior to joining the firm, Ms. Hill worked
as an artist�s assistant for EDI
Architectural Finishes where she specialized
in faux finishing, murals, paintings, and
furniture. Ms. Hill attended North Harris
College with an emphasis on Fine Arts and
holds a certificate in Interior Design from
the University of Houston Division of
Continuing Education.
