Consults with clients on matters pertaining to economic development and the creation, management, and administration of special purpose districts, zones, and local government corporations. Develops project plans and project financing plans as well as representing client interests with elected officials, the business community, and all levels of government.
Recent Professional Experiences:
- City of Houston Planning & Development Department - Assistant Director, 1999-2002
Administered the city’s tax abatement program, public improvement districts, enterprise zones, and 20 tax increment reinvestment zones within the Economic Development and Revitalization Division. Worked with zone redevelopment authorities and boards, commercial stakeholders, and the public to provide information on zone incentives and benefits, structure multi-layered agreements, and implement project plans. Developed special incentives including convention services hotel occupant tax rebate agreements to catalyze the development and redevelopment of Central Business District hotels. Collaborated on the repositioning of the city’s historic preservation efforts through the use of historic tax exemptions.

Responsible for all lobbying and legislative efforts between the city of Houston and the U.S. Federal Government.
